British Council working in close partnership with Local Authorities aims at setting up in one sector of Bucharest an ICT Learning Community Centre. British Council's e-LiT Education Community Centre will provide secondary school students coming from disadvantaged groups, especially Rroma, with the opportunity to access IT in general, and in particular the Internet. The Centre will actively promote the use of ICT among bright and dedicated teenagers as a driver to encourage educational attainment within very poor families and promote social development of deprived communities. It will be used to enable learning in the broadest sense (including educational and career counselling, health education, entrepreneurial education, education for democratic citizenship, leadership, etc).
Learning at the e-LiT Education Community Centre will not necessarily be course or qualification based, although there will be opportunities for users to gain British qualifications where appropriate. The Centre will facilitate access of those students having a very good command of English to the Heriot-Watt SCHOLAR programme. SCHOLAR is one of the core educational products developed, published and distributed by Interactive University (IU). It is the world's largest e-Learning education programme, with 59,000 registered users. The programme provides e-Learning materials in support of a conventional classroom education for a range of subjects supporting learning leading to Scottish awards (Higher and Advanced Higher) and UK awards (AS and A2 level). The Centre will also foster access of students to Computer Assisted Education resources which have been developed by the Ministry of Education and Research within the framework of the SEI national reform programme (i.e. Educational Assistant for High Schools).
British Council's e-LiT Education Community Centre will encourage development learning and development dialogue for lasting poverty reduction within the target community. The Centre will make use of distance learning technologies and methods to facilitate interactive, cost-effective learning and knowledge-sharing for sustainable human development. Through the Centre's facilities beneficiary individuals and groups will attend seminars and participate in collaborative project that cover the full range of development issues.
